Andrei Vlasenko was born on May 23, 1979 in the town of Pochep, Bryansk Region. In 2006 he graduated from the Bryansk State Technical University.

He began his career in 2004 at the Bryansk Machine-Building Plant (JSC Management Company BMZ, part of JSC Transmashholding). He worked as a mechanic of a diesel-mechanical shop, deputy chief engineer, chief engineer of diesel locomotive production, quality director, executive director. In 2019-2020 was the general manager of the company.

Since 2020, Andrey Vlasenko has headed the Novocherkassk Electric Locomotive Plant (PK NEVZ LLC), which is part of TMH.

The activity of Andrey Vitalievich was marked by gratitude and a diploma of the Ministry of Industry and Trade of Russia, a letter of thanks from the Governor of the Rostov Region, a letter of gratitude from the General Director - Chairman of the Board of Russian Railways, he was awarded the medal of the Union of Machine Builders of Russia "For Valiant Labor" II degree.
